Qiong Tai Zhi (Records for Hainan) by Tang Zhou (Ming Dynasty)

According to records in Qiong Tai Zhi written by Tang Zhou in the Ming Dynasty (AD 1368-1644), "The naval forces stationed in Baisha during the Yuan Dynasty were originally the troops that had followed the Emperor Xiangxing of Song from Zhejiang. After their defeat, the dispersed soldiers were gathered and reorganized into a naval force. Later, a town was established in the ferry of Baisha, and officials were appointed for patrolling the surrounding waters with rations from the central government." From this it can be seen that in the Yuan Dynasty, Baisha Naval Force was stationed in Hainan Island for patrolling the surrounding seas.

It is also recorded in Qiong Tai Zhi that "In the fifth year of Hongwu, Yang Jinghui, commander-in-chief of Guangdong joined a detachment of Hainan in the hunt for the thief Luo Sizhong. Learning that Luo was to send his son Luo Jingmao to Jiaozhi, Yang presently ordered Zhou Wang and Wang Man, two battalion leaders of Hainan, to track him down. The officers captured Luo and 512 of his followers." It can be seen that the Ming government had exercised proper control and patrol jurisdiction over Nanhai Zhudao and the surrounding waters.
